Minutes of the meeting of the Council held at Goring Heath Parish Hall on Tuesday September 10th 2024 at 8.00pm
DRAFT MINUTES (TO BE CONFIRMED AT THE 8th “October 2024 MEETING)
PRESENT:
Councillors: Liz Collas (LC Chair), Peter Dragonetti (PD Vice Chair), Peter Burdon (PB), Hilary Dewey (HD)

1.APOLOGIES FOR ABSENCE
Apologies for inability to attend the meeting were received from Mike Holland and Martin Wise
2.MINUTES
The minutes of the Council meeting held on Tuesday 9th July 2024 at Goring Heath Parish Hall were confirmed as a correct record and signed by the Chair of the meeting.
3.DECLARATION OF INTERESTS
None
4.PUBLIC FORUM
Present were Felicity Cui and David and Nicky Clark
- DISTRICT COUNCILLOR’S REPORT AND COUNTY COUNCILLORS’ REPORT
Cllr Kevin Bulmer reported on the recent road resurfacing and the congestion caused by the simultaneous closure of Whitchurch Hill Bridge and gas works being carried out in Goring and Streatley.
PD confirmed that the District Council is pressing ahead with the programme for a new Joint Local Plan and outlined the changes being made to the National Planning Policy Framework
6.CORRESPONDENCE FOR INFORMATION
OALC subscription increase.
It was agreed that the Council would vote to agree to the increase in subscriptions for 2025/26. EB to write to the OALC to thank them for their very valuable services.
Provision of electrical charging points in the Parish.
It was agreed that this might be very useful. EB to find out more information and report back before next meeting.
7.KEY AREAS REQUIRING DISCUSSION
The White Lion
PD confirmed that the appeal against the ACV decision was being heard this week
Crays Pond Project.
PD confirmed that the pond is to be dredged in November and that The Oratory School had kindly agreed to the silt being dumped on their land, subject to the Council replacing the fence that would have to be dismantled in the process.
Traffic Speed watch.
Nothing to report. MH an MW to report back at the next meeting.
Current level of Council’s reserves
Moore Accountants had sought an explanation for the high level of general reserves held by the Council. It was agreed that they were indeed high and to reflect this, a smaller precept would be sought for 2024/25. EB to write to Moore and confirm
8.GOVERNANCE MATTERS
Finance and Bank Reconciliation.
A bank reconciliation and note of expenditure was circulated and approved.

Grass and Maintenance.
Nothing to report
Footpaths and Rights of Way
PB pointed out that the path at Hods Lane was very overgrown and difficult to walk. LC said that maintenance was due to be carried out by The Chiltern Society later this month.
Playgrounds
It was agreed that EB was to attend a training course on Playgrounds and would investigate the adequacy of the current inspections being carried out at both Garton End and Whitchurch Hill.
Deep Clean provided by Wasteteam southandvale
EB to request that litter picking be carried out along Long Toll and the B4526 towards Crays
Pond.
10.THE NEWSLETTER/ WEBSITE /SOCIAL MEDIA
Next newsletter to go out 1st October 2024.
EB confirmed that securing a new gov.uk domain and Parish website were in hand and would hopefully be up and running some time in October.
12.PARISH HALL
PD reported that a new water boiler had been installed. The council agreed to pay the £180 cost out of general reserves.
13.PLANNING MATTERS AND UNAUTHORIASED DEVELOPMEMNTS
Pangboune Technology Centre (P24/S2309/FUL)
The Planning Application for the installation of a solar panel farm at Pangbourne Technology Centre was discussed between the council members and those members of the public who were present. .HD, PB and LC all agreed that the application should be rejected on the grounds that it was not suitable for an AONB; that it was “unneighbourly” and the possible disruption to Great Crested Newts. LC agreed to notify SODC .

Hunters Moon. (P24/S2731/HH)
Concerns have been raised by neighbours because no measurements have been disclosed on the plans. EB has contacted SODC to request this information.
