A meeting of Goring Parish Council was held at Goring Heath Parish Hall
Tuesday 14th May at 8pm
Present: Liz Collas (LC) Martin Wise (MW) Peter Burdon (PB) Michael Holland (MH)
In attendance: Amanda Holland (AH Clerk) Emma Burdon (EB Clerk)
AGM 1. To Elect a Chair and Vice Chair for 2024/5. All posts were declared vacant. Councillor Liz Collas was proposed as Chair by MW and seconded by PB. Peter Dragonetti was proposed as
Vice Chair by MH and seconded by MW. Both posts were decided unanimously and Acceptance of Office were signed for both posts
- To complete Declaration of Office and Register of Interests. All provided and signed.
3.Acceptance and Review of the Parish Council Standing Orders/Financial Regulations and Policies. Taken forward.

- To Approve the Minutes of the last meeting of the Council on Tuesday April 9th 2024. Approved.
- Correspondence for Information. ROSPA are going to be inspecting the playground. OCC has published its Charter which it hopes will enhance partnership working across Councils to empower a vibrant democracy across
Oxfordshire. PD circulated a consultation on the SODC plans for the next 4 years. MW agreed to complete the form on behalf of the GHPC
A newt inspection was to have been carried out at Timbers, Goring Heath Road, but the grass had been strimmed so the Ecologoical Survey could not be carried out.

7.Key areas requiring discussion:
- AH was thanked for her work as Clerk and it was confirmed that EB would take over the position. AH’s Contract of Employment to be replicated for EB
- PB confirmed the Clerk’s laptop was not fit for purpose and it was agreed that a reconditioned laptop be sourced
- Tarek Moghul has offered to hold a workshop for all PCs to enable everyone to be able to access the PC’s email. LC to book the hall.
- The White Lion at Crays Pond. The new application for and Asset of Community Value has been submitted. LC to raise this issue at the next Parish meeting to discuss whether or not the ACV status has the backing of the Council
- The Fete. A report was given to the meeting by PB. He confirmed that the risk assessment had been completed and was to be circulated to all Councillors. PB said that due to work commitments, he would be standing down as lead organiser of the Fete. He would be happy to work with a committee in order to spread the load.
- Crays pond Project. It was agreed that a similar project would be considered for the seasonal pond, Tine Pits at Orchard Coombe. MW agreed to get a quote for an ecological survey to be caried out.
- Traffic and Speedwatch update. MH presented a very comprehensive review. It was agreed by all that the PC is happy with the reduction in speed to 40mph from Crays Pond to Orchard Coombe and to 30mphfrom Orchard Coombe to Hillside Cottage. The Council agreed that it was happy to co-fund the work to some degree,
8 Governance matters
- AH announced that the Internal Audit had been passed. The
AGAR was confirmed to have been reviewed and approved. The AGAR was to be made available for Public Inspection from 2nd June 2024 to 12th July 2024. - Invoices approved. The Internal Auditors fee xxx, Grass cutting xxx and xxxx, Traffic Survey xxx InsuranceXXXX Clerks courses to gain CILCA qualification.
9.Goring Heath Maintenance.
- AH to ask Nick Elsom if he would continue to monitor the playground at Garton End. AH agreed to keep monitoring the playground at Whitchurch Hill.
- The Parish Hall. The roof has been surveyed but no detailed report submitted.
- Planning and Unauthorised Developments. LC agreed to take over from PB the enforcement of the Woodland Feast/Secret Adventures report.
- The Minutes of the AGM of the Whitchurch Hill Recreation Ground were approved.
